The directive
Brought Islamic criminal law into force across Zamfara State and established the institutions to administer it (Council of Ulama, Hisbah Commission, Zakkat and Endowment Board and others), with statewide bans on alcohol and prostitution.
Real-world effect
Zamfara was the first of twelve northern states to adopt Sharia criminal law over 2000–2002, reshaping the national debate on federalism, religion and rights. Early cases — floggings, amputations and stoning sentences later overturned on appeal, such as those of Bariya Magazu and Safiya Hussaini — drew domestic and international criticism.
