The problem
Zamfara, created in 1996, entered the Fourth Republic with very low development indicators and a strong popular demand to adopt Islamic law.
What was done
The administration adopted full Sharia in January 2000 — a defining act with national consequences — but the underlying poverty and service gaps were not closed over the term.
