Kept
The promise
Implicit in contesting in 1999 and 2003 on the PDP platform.
Assessment
Udenwa was elected in 1999 and re-elected in 2003, serving two full terms to 29 May 2007. He later served as Minister of Commerce and Industry under President Yar'Adua (2008–2010).
Partial
The promise
To improve roads, agriculture and education across a densely populated South-East state.
Assessment
The administration built a set of named metropolitan roads in Owerri, but the promised reactivation of Imo's decayed state industries — Adapalm, the shoe and poultry plants — did not materialise, and the eight-year record is contested, with local commentary characterising it as a period of limited delivery.
Broken
The promise
Implicit in a two-term governor's responsibility to hand over cleanly.
Assessment
The 2007 Imo PDP succession collapsed into a disputed primary and the imposition, then withdrawal, of a candidate (Ifeanyi Araraume), out of which Ikedi Ohakim of the PPA emerged as governor rather than a PDP successor — a messy transition widely traced to the outgoing administration's handling of the process.
