The problem
Jigawa, created from Kano State in 1991, entered the Fourth Republic with very low incomes, weak infrastructure and an economy almost entirely dependent on rain-fed farming.
What was done
The administration invested in ICT, technical education and solar power and set up a free trade zone, but the state stayed near the bottom of national development rankings and remained allocation-dependent.
