Turaki was elected in 1999 and re-elected in 2003 on the ANPP platform, serving two full terms to 29 May 2007. He crossed to the PDP in December 2006, near the end of the second term.

To use technology and skills training to leapfrog development in one of Nigeria's poorest, most rural states.

The administration founded Galaxy Information Technology and Telecommunication in 2000 — described as Nigeria's first state broadband satellite network — and the Jigawa Informatics Institute in 2001, which had graduated around 7,000 students by 2009. Jigawa also set up state solar-power plants generating up to 7.5 MW across local government areas, which drew CNN coverage in November 2006.

To create trade and industry in a state historically dependent on rain-fed farming.

Turaki created what is described as Nigeria's first state-level free trade zone in 2000 and negotiated gum-arabic export agreements with US firms in 2003. The durability and scale of the resulting economic activity is not well documented, and Jigawa remained among the poorest states.

To put pensions on a sound footing and expand access to basic education.

Jigawa was an early adopter of the Universal Basic Education framework and, in 2001, introduced what is described as Nigeria's first contributory pension scheme for state workers — pre-dating the federal Pension Reform Act 2004.

To manage state revenue and contracts transparently.

The EFCC arrested Turaki in July 2007 on corruption and money-laundering allegations covering billions of naira of Jigawa funds. The case ran for fifteen years without a verdict on the merits: a Federal High Court in Dutse discharged and acquitted him of ₦8.3 billion in charges on 13 October 2022 for want of diligent prosecution.
