Lagos entered the Fourth Republic as Nigeria's commercial capital and one of the world's fastest-growing urban areas, with road, transport and revenue systems that had not kept pace.

The administration built new roads, set up LASTMA and LAMATA and grew internally generated revenue, but the infrastructure and housing deficit remained large at the end of the term and was inherited in turn by the successor administration.

After the 2003 elections swept the PDP into every other South-West state, Lagos under Tinubu was the sole remaining Alliance for Democracy government, facing a PDP-controlled centre.

Lagos held the opposition line and Tinubu built from it the political network that became the ACN and later a partner in the APC merger, but the immediate cost was sustained friction with Abuja over funds and federal projects.
