The old Bauchi State combined present-day Bauchi and Gombe, a mostly rural population with among the lowest school-enrolment and literacy rates in the country and limited infrastructure outside the main towns.

The administration expanded schooling and services, but the documented record is thin and the term was ended by the military after four years.
