The problem
Shagari's government was the first of the Second Republic, taking over from the military on 1 October 1979 with untested institutions and an economy wholly dependent on oil.
What was done
The republic lasted just over four years before being overthrown, its institutions widely judged to have failed the test of the 1983 elections and the oil downturn.
