The problem
Sani Bello said he inherited a state with institutional structures in extreme decay and a debt burden built up over successive administrations; predecessor Babangida Aliyu struggled to pay workers' salaries towards the end of his tenure, resorting to loans to augment federal allocations, and left pensioners' entitlements unsettled.
