The problem
Kano entered the Second Republic as one of Nigeria's most populous states, with mass rural poverty, low school enrolment and a powerful emirate structure that the new radical government sought to bring under elected control.
What was done
The tax and education reforms were delivered; the attempt to subordinate the emirate produced lasting structural change but also deadly unrest, and Rimi lost the state in 1983.
