As a People's Redemption Party radical, to scrap the community tax (haraji) and cattle tax (jangali) that fell hardest on peasants and herders.
Assessment
Rimi's government abolished both taxes early in the term, a signature PRP measure also taken in Kaduna. It was popular with the talakawa (commoners) and central to the party's identity, though it further strained state finances.

Assessment
Rimi's formal queries to the Emir of Kano, Ado Bayero, in 1981 triggered riots in which his political adviser was killed, and he created several new emirates to dilute Kano's pre-eminence. The confrontation defined his term and left the emirate structure permanently changed, but at a high cost in unrest.

Assessment
After a split in the PRP, Rimi left for the NPP and lost the 1983 Kano governorship to Sabo Bakin Zuwo of the rump PRP. He later served as Minister of Communications and Transport, joined the PDP and sought its presidential nomination, and died in a road crash in 2010.
