Osoba won the 9 January 1999 election with 66.93% of the vote (247,154 votes) against the PDP's 33.07% (122,139), and served from 29 May 1999 to 29 May 2003 with Sefiu Adegbenga Kaka as deputy, completing the term before losing re-election.
