As the first elected governor of Abia State — created on 27 August 1991 — to build its capital administration, civil service and basic infrastructure from nothing, on the National Republican Convention platform.

Onu's government began establishing the state secretariat, civil service and services in Umuahia. The work was barely under way when all elected governments were dissolved in November 1993, leaving most of it to military administrators and, later, his elected successors.

Onu was removed on 17 November 1993 when the Abacha regime dissolved every elected government and replaced governors with military administrators — about 22 months into a four-year term. A chemical engineer and former university lecturer, he later ran for the NRC presidential nomination, chaired the ANPP and then the APC, and served as Minister of Science and Technology from 2015 to 2022.
