Implicit in the mandate of a federally appointed sole administrator: keep the state functioning and hand back to an elected governor.

Retired Brigadier-General Tunji Olurin was appointed by President Obasanjo to administer Ekiti State under the state of emergency declared after Governor Ayo Fayose's impeachment on 16 October 2006. He held the office until an elected governor was sworn in in 2007 — a roughly seven-month caretaker administration, not an elected term.

To maintain the payroll, security and administration of Ekiti while the elected institutions were suspended.

Olurin's roughly six-month caretaker administration (October 2006 – April 2007) kept Ekiti's payroll, security and administration running and handed back to an elected government without incident. There is no documented record beyond that custodial function, and the sole-administrator arrangement itself was widely challenged as unconstitutional.
