The problem
The old Rivers State — present-day Rivers and Bayelsa — produced a large share of Nigeria's oil but, under the revenue formula of the time, received a small derivation share, leaving riverine communities poor and under-served despite the wealth extracted around them.
What was done
Okilo campaigned hard on derivation but the formula did not change in his favour; the grievance persisted into the militancy of the 2000s.
