Development
Develop the old Rivers State and press the case for oil derivation
Partial
The promise
Rural development, education and a stronger share of oil revenue for the producing areas — the programme Okilo framed as his 'Ideal Revolution' after winning the 1979 election on the NPN platform.
Assessment
Okilo was an early, persistent advocate of resource-derivation for the Niger Delta and pursued roads, electrification and schooling in the riverine areas. Concrete, sourced delivery figures for 1979–1983 are limited in the summary record.
Education
Establish a state university of science and technology
Kept
The promise
To give Rivers State its own university.
Assessment
Rivers State University of Science and Technology (now Rivers State University) was established in Port Harcourt in 1979–1980, upgraded from the existing College of Science and Technology, during his term.
Governance
Serve a full elected term
Broken
The promise
Implicit in his 1979 election and 1983 re-election as governor of Rivers State on the NPN platform.
Assessment
Okilo was re-elected in 1983 and removed by the December 1983 coup. A Buhari-era military tribunal convicted him of corruption and jailed him; he was released under Babangida. He returned to politics in the Fourth Republic and died in 2008.
