Fiscal
₦465.3 billion inherited debt stock
Partial
The problem
The administration says it inherited approximately ₦465.3 billion in debt from the Okowa administration at its May 2023 inception.
What was done
The government reports reducing the debt stock to ₦303.4bn by December 2024 (later claiming further reductions), through fiscal discipline and no new borrowing, though the opposition APC has disputed the consistency of the government's own published figures.
Fiscal
Legacy ₦18 billion annual debt-service burden
Partial
The problem
A long-term loan agreement dating to 2016 left the state paying roughly ₦18.3 billion a year in public debt charges in 2023, against just ₦13.2 billion in non-tax revenue that year — a structural fiscal strain inherited from the Okowa and earlier administrations.
What was done
The Oborevwori administration says it is servicing these legitimate, legally-obtained debts while growing IGR to offset the burden; the underlying legacy loan obligations themselves remain in place.
Fiscal
Predecessor facing an unresolved ₦1.3 trillion fraud investigation
In progress
The problem
Former Governor Ifeanyi Okowa, whom Oborevwori succeeded, was arrested by the EFCC in November 2024 over alleged diversion of ₦1.3 trillion in oil-derivation funds received during his eight-year tenure, allegedly into private investments and asset acquisitions.
What was done
As of the most recent information reviewed, no charges had been filed against Okowa; the EFCC says the investigation remains active and denies any political shielding, despite speculation fuelled by Okowa and Oborevwori's joint April 2025 defection to the APC.
Fiscal
Underdeveloped internally generated revenue base
Fixed
The problem
Despite Delta's status as a major oil-producing state, its own-source revenue base of ₦83 billion in 2023 left it heavily reliant on volatile federal oil-derivation allocations.
What was done
IGR grew to ₦158 billion in 2024 and surpassed ₦200 billion by mid-2026, earning commendation from the Revenue Mobilisation Allocation and Fiscal Commission for the state's revenue diversification drive.
