The promise
As the first governor of Taraba State — created on 27 August 1991 out of the old Gongola State — to establish its capital administration at Jalingo and its civil service from scratch, on the SDP platform.
Assessment
Institution-building had barely started when the elected government was dissolved in November 1993. Nyame returned as elected governor of Taraba from 1999 to 2007, and in 2018 was convicted of criminal breach of trust and misappropriation over that later tenure.

Assessment
Removed on 17 November 1993, when General Sani Abacha's coup dissolved every elected government in Nigeria and replaced governors with military administrators — about 22 months into a four-year term.
