The problem
Enugu, the old Eastern Region capital, entered the term with a run-down road network and weak tertiary institutions.
What was done
The administration ran a large capital programme — roads, the ESUT campus and teaching hospital, the Ebeano Tunnel, district hospitals and rural electrification — that visibly modernised parts of the city and state.
