The problem
Ekiti, carved out in 1996, entered the Fourth Republic under a departing military administrator with minimal infrastructure, revenue or administrative machinery of its own.
What was done
The first civilian administration stood up the basic apparatus of the state, but the detail of what it built is thinly documented and the AD lost Ekiti in 2003.
