Implicit in being sworn in as Governor of Anambra State in May 2003: serve the four-year term.

Ngige was declared winner of the April 2003 election on the PDP platform in disputed circumstances, but did not complete the term. The Court of Appeal ruled on 15 March 2006 that APGA's Peter Obi had actually won the 2003 election, and ordered Ngige to vacate office for Obi. Ngige said he accepted the judgment in good faith.

To run the state in the public interest rather than for the benefit of the political financiers who backed the 2003 campaign.

Ngige broke publicly with his backer Chris Uba after a failed power struggle. On 10 July 2003 there was an attempt to remove him via a forged letter of resignation that the State Assembly briefly accepted. The break freed him from Uba but plunged Anambra into a prolonged political crisis that ran until his removal in 2006.

To end the dysfunction of the previous administration and provide steady government.

The godfather dispute kept Anambra in open political conflict for most of Ngige's time in office, with recurring instability and arson, and the term ended by court order rather than at the ballot box. What development work was done is poorly documented against that backdrop.
