The directive
Ordered the summary dismissal, without benefits or right of appeal, of more than 10,000 civil servants and public officials across the bureaucracy, judiciary, police, foreign service and universities.
Real-world effect
Removed many genuinely idle or corrupt officials and was initially popular, but by discarding tenure and due process it made the Nigerian public service permanently vulnerable to political direction — a precedent invoked by later military governments.

The directive
Announced the move of the Federal Capital to a new territory in the centre of the country and set up the Justice Akinola Aguda panel to choose the site.
Real-world effect
The panel selected the Abuja site; the Federal Capital Territory was established and the city built over the next 15 years, with government formally relocating in 1991. One of the most consequential and lasting decisions of any Nigerian government.
