The promise
Implicit in contesting in 1999 and 2003 on the PDP platform.
Assessment
Mu'azu won 56% of the vote in 1999 and was re-elected on 19 April 2003 with about 1.2 million votes, serving two full terms to 29 May 2007. He was later National Chairman of the PDP (2014–2015).
Partial
The promise
To improve infrastructure and services across a large, mostly rural northern state.
Assessment
Bauchi recorded real education gains over the two terms — secondary enrolment rising from about 75,000 (1999) to 201,000 (2006) and the state's WAEC ranking improving sharply, on the administration's own account — alongside health and infrastructure spending. The broader development promise is only partly evidenced, and Mu'azu faced EFCC scrutiny after leaving office.
