The problem
The old Imo State — present-day Imo and Abia — was densely settled, short of industry and, in Mbakwe's account, chronically shortchanged on federal allocations, leaving a large gap between need and revenue.
What was done
The administration closed part of that gap with the community-matched capital programme, but the term was cut short by the military after four years.
