Assessment
By September 2002 Anambra was in acute dysfunction: teachers had been on strike for about a year and civil servants and court staff for months over unpaid salaries. Mbadinuju completed only one term; the PDP denied him the ticket for 2003.

Assessment
Salaries went unpaid for extended periods; the teachers' strike alone lasted roughly a year, effectively shutting public schooling in the state. The NBA president Barnabas Igwe publicly accused state leaders of embezzling funds meant for the striking workers.

To restore public safety in a state with a severe armed-robbery problem.
Assessment
Mbadinuju gave legal cover to the Bakassi Boys vigilante group through the Anambra Vigilante Services law. The group did drive down street crime but operated through torture and public extrajudicial killings, and became a tool of political intimidation.
