Assessment
Kwankwaso governed Kano from 29 May 1999 to 29 May 2003. The best-documented achievement of that term is the establishment of Kano University of Science and Technology at Wudil — the state's first university. Sourced detail on his first-term roads, water and other programmes is thin.

Assessment
Kwankwaso lost the 2003 election to Ibrahim Shekarau of the ANPP. His first tenure was described as turbulent, with several organised groups opposed to what critics called a high-handed style of governing. He returned to power in Kano only in 2011, for a second, non-consecutive term.
