The old Sokoto State covered the entire north-west corner of the country — three of today's states — with semi-desert terrain, dispersed settlement, very low school enrolment and chronic water scarcity.

The administration pursued water and education programmes across two governors, but the term was cut short by the military and the documented record is thin.
