The problem
Lagos State, created in 1967, entered 1979 as the seat of federal government and the country's commercial hub, with explosive population growth, a severe housing deficit, chronic traffic and overstretched schools.
What was done
The Jakande administration made large, visible gains on schools and housing, but the transport fix — the Metroline — was killed by his military successors, and the term ended after four years.
