Jakande abolished fees and ran a crash school-building programme, using low-cost prefabricated 'Jakande' classroom blocks to add hundreds of primary and secondary schools and absorb a large enrolment surge. The expansion is the achievement most consistently attributed to his 1979–1983 term, though the prefab construction and staffing quality drew lasting criticism.

To tackle Lagos's housing shortage with affordable estates for low- and middle-income residents.

Through the Lagos State Development and Property Corporation his government built low-cost estates across the metropolis — at Amuwo-Odofin, Abesan, Ijaiye, Iba, Dolphin, Oke-Afa, Ipaja and elsewhere — that are still known as 'Jakande estates'. It remains the largest single burst of public housing in the state's history.

To relieve Lagos traffic with the Lagos Metroline, a light-rail project for which contracts were signed in the early 1980s.

The scheme was cancelled by the Buhari military government after the December 1983 coup, with a large sum already paid and forfeited. Lagos did not open an urban rail line until the Blue Line began operating in 2023 — four decades later.

Jakande was re-elected in August 1983 but removed, with all elected officials, by the military coup of 31 December 1983. He was detained and investigated by the Buhari regime but not convicted of enrichment; he later served as a works minister under General Abacha (1993–1995), a decision that damaged his standing among fellow progressives.
