Abolished Nigeria's federal structure and the regions, replacing them with a single unitary state and a unified national civil service.
Real-world effect
Read in the North as a plan to entrench southern, and specifically Igbo, domination of the bureaucracy, the decree triggered mass riots against Igbo residents across northern cities in May 1966 and was a principal grievance behind the July counter-coup. Federalism was restored by Ironsi's successor.
