The problem
Predecessor Theodore Orji said that when he left office on 29 May 2015, core civil servants were owed no salary arrears and parastatal staff were owed only two to four months, blaming any further backlog entirely on the Ikpeazu administration; Ikpeazu did not publicly dispute this account.
What was done
Ikpeazu ultimately accepted responsibility for the salary and pension crisis that grew to 35-40 months by 2023, rather than attributing it to what was inherited.
