As the first elected governor of Delta State — created on 27 August 1991 — to establish its capital administration at Asaba and its civil service from scratch, on the SDP platform. Ibru was an architect and a member of the Ibru business family.
Assessment
Institution-building had barely started when the elected government was dissolved in November 1993. He later served in the Senate and died in 2016.
