The problem
Delta State, created from the former Bendel State in 1991, entered the Fourth Republic with limited institutional capacity but very large expectations attached to its oil-derivation income.
What was done
Rather than being strengthened, the state's financial controls were the vehicle for large-scale diversion of public money during the term, later established in UK court proceedings.

Delta inherited unresolved Ijaw–Itsekiri–Urhobo tensions around Warri and wider Niger Delta restiveness at the point of transition in 1999.
What was done
Warri and the riverine local government areas remained a flashpoint through the term, feeding into the broader escalation of Niger Delta militancy that peaked after 2005.
