Implicit in his 1999 election on the APP (later ANPP) platform, as the first civilian governor of a state created in 1996.
Assessment
Hashidu governed Gombe from 29 May 1999 to 29 May 2003 with Joshua Lidani as deputy, completing the term before losing re-election. He died on 27 July 2018.

To stand up the administration, infrastructure and services of Gombe from a low base.
Assessment
As the first elected governor of a state created only in 1996, Hashidu necessarily stood up Gombe's basic administration, and left office without a corruption case. No quantified record of infrastructure or service delivery survives, and he lost the 2003 election to Mohammed Danjuma Goje after one term.

Assessment
Hashidu was endorsed by the ANPP in January 2003 but lost the April 2003 election to Mohammed Danjuma Goje of the PDP. He conceded, with praise for INEC, and did not litigate the result.
