The directive
Decreed the division of Nigeria's Northern, Western, Mid-Western and Eastern Regions into twelve states.
Real-world effect
Permanently ended the era of a few dominant regions, gave minority groups their own governments, and weakened the Eastern secession by carving out the Rivers and South-Eastern (Cross River) states. Every later state-creation exercise built on this precedent.
