Allegation
Government agents signed vastly over-scale cement import contracts, jamming Lagos harbour with hundreds of waiting ships and generating huge demurrage bills, in a scheme widely believed to have enriched officials. Several of Gowon's twelve military governors were also accused of large-scale graft.
Outcome / Status
The scandal was one of the triggers for the July 1975 coup. The successor regime's public-service purge and probes of the former governors were the only accountability that followed; Gowon himself was cleared of personal enrichment.
Administration's response
Gowon's government did not act against its own governors; the reckoning came only after it was overthrown.
