Emmanuel took office in May 2015 with Akwa Ibom already rated by the Debt Management Office as one of the most highly indebted states, a burden built up largely under predecessor Godswill Akpabio's 2007-2015 tenure.

The state continued servicing this debt throughout Emmanuel's tenure; a later review found much of the borrowing that accumulated over the following years came from a combination of the Akpabio and Emmanuel administrations, without a clean resolution of the inherited portion.
