Ebonyi, carved from Enugu and Abia in 1996, entered the Fourth Republic as one of Nigeria's poorest states with minimal infrastructure and institutions of its own.
What was done
The administration invested notably in education and stood up state institutions, but Ebonyi remained among the most allocation-dependent, lowest-income states.
