Cross River entered the term with limited internally generated revenue and, unlike its neighbours, only a modest share of oil-derivation income.
What was done
The administration built a tourism-and-hospitality brand and set aside a reserve fund, but the state stayed largely allocation-dependent and the Bakassi settlement later removed even its coastal oil wells.
