The promise
As the first governor of Yobe State — created on 27 August 1991 out of Borno State — to establish its capital administration at Damaturu and its civil service from scratch, on the NRC platform.
Assessment
Institution-building had barely started when the elected government was dissolved in November 1993. Bukar Abba Ibrahim returned as elected governor of Yobe from 1999 to 2007, and later served in the Senate.

Removed on 17 November 1993, when General Sani Abacha's coup dissolved every elected government in Nigeria and replaced governors with military administrators — about 22 months into a four-year term.
