Yobe, created from Borno State in 1991, entered the Fourth Republic with very low incomes, sparse infrastructure and heavy dependence on federal allocation.
What was done
The administration reorganised traditional institutions and undertook some public works, but the state stayed near the bottom of national development rankings.
