The promise
Implicit in contesting in 1999 and 2003, having previously governed Yobe in 1992–1993 before the military takeover.
Assessment
Bukar Abba Ibrahim was elected in January 1999 on the APP (later ANPP) platform, re-elected in 2003 — one of only four incumbent ANPP governors to hold their seats that year — and served two full terms to 29 May 2007. He then represented Yobe East in the Senate from 2007 to 2019.

To restructure the emirate system, extending the reorganisation he had begun as military-era governor.
Assessment
On 6 January 2000 the administration re-implemented the earlier split of Yobe's emirates into thirteen, creating new emirates including Ngazargamu, Gujba, Nguru, Pataskum, Yusufari and Fune — the emirate reorganisation Abacha's government had reversed.

The promise
To improve infrastructure and services in one of Nigeria's poorest, most remote states.
Assessment
The administration introduced a free primary and secondary education programme in 2004, a concrete deliverable. Quantified evidence of the broader eight-year infrastructure and services record is thin; Yobe remained among the lowest-ranked states on national development indicators and, from 2009, an epicentre of the Boko Haram insurgency.
