The problem
Independence in 1960 handed the new government a structure of three large, ethnically-defined regions — the North larger than the other two combined — with minorities in each pressing for their own states and no settled formula for sharing power or revenue.
What was done
The imbalance was never addressed; it drove the emergency rule in the West, the census and election disputes, and ultimately the breakdown of 1966.
