Security
Creation of the Ministry of Internal Security and Home Affairs
Implemented
The directive
Directed the creation of a dedicated Ministry of Internal Security and Home Affairs to coordinate the state's response to banditry, kidnapping, and rural insurgency, and to interface with federal security agencies and vigilante groups.
Real-world effect
The ministry was established and became the coordinating hub for state security policy. In January 2024, the administration donated N100 million to joint local security vigilantes and provided motorcycles and funding to support their operations. However, insecurity persisted in Alkaleri and border LGAs, culminating in large-scale federal operations in 2026.
Economy
Implementation of Treasury Single Account and tax harmonization
Implemented
The directive
Directed the implementation of Treasury Single Account (TSA) in the Internal Revenue Board, automation of revenue administration, and passage of the Bauchi State Tax Harmonization Law to block leakages and grow IGR.
Real-world effect
IGR grew from roughly N700 million monthly to nearly N2 billion, and annual collections rose from N6 billion in 2018 to over N34 billion by 2023. The state qualified for World Bank fiscal transparency grants and developed a robust IGR expansion strategy with USAID's State2State project. Multiple revenue payment options were introduced for taxpayers.
Governance
Suspension of 41,000 civil servants without BVNs
Implemented
The directive
Ordered the immediate suspension of 41,000 civil servants, including permanent secretaries and directors, who lacked Bank Verification Numbers (BVNs), as part of a civil service reform to eliminate ghost workers and sanitize the payroll.
Real-world effect
The directive temporarily disrupted service delivery and sparked labour tensions, but it exposed significant payroll fraud. Biometric verification was subsequently introduced, and the administration claimed the reform saved billions in fraudulent salary payments. The wage bill nonetheless rose from N5.2 billion to N7 billion monthly.
Education
Free basic education and removal of tuition fees
Implemented
The directive
Directed the removal of tuition-related fees in Bauchi State public primary and secondary schools, alongside a state of emergency declaration on education and an enrollment campaign targeting out-of-school children.
Real-world effect
Enrollment reportedly increased, and the administration constructed 233 new classroom blocks and renovated 406 classrooms. However, Bauchi remained among the states with the highest out-of-school children population, and teacher shortages continued to undermine education quality.
Economy
Approval of N100 billion bond for infrastructure development
Implemented
The directive
Approved the issuance of a N100 billion bond from the capital market to finance road construction, flyovers, and other critical infrastructure projects, with repayment structured through IGR.
Real-world effect
The bond funded the construction of 16 roads, 2 flyovers, and multiple urban and rural infrastructure projects. The administration reported repaying the bond for over seven to eight months using IGR proceeds. However, the state's overall debt profile continued to rise, and the long-term fiscal exposure from the bond remained a point of political dispute.
