Bagudu’s government met a liability of ₦4,376,242,726.93 in unpaid gratuity arrears owed to retired civil servants when he took office in May 2015, succeeding Governor Saidu Nasamu Dakingari.

The administration says it liquidated the inherited liability in full and provided an additional sum on top of it, later going on to clear further backlogs (including a separate ₦8bn gratuity release in 2022), with Kebbi cited alongside Kaduna as one of the few states fully up to date on pension and gratuity payments.
