The directive
Ordered the annulment of the 12 June 1993 presidential election after voting had taken place but before a winner was declared.
Real-world effect
Plunged Nigeria into its deepest post-civil-war political crisis: sustained protests, the eventual detention and death of Abiola, the Abacha takeover, and years of pro-democracy struggle. 12 June was later made Nigeria's official Democracy Day, in 2018.
Implemented
The directive
Adopted an IMF/World Bank-designed adjustment programme — a market-determined exchange rate, removal of subsidies, deregulation, trade liberalisation and privatisation — after a public 'IMF debate' in which Nigerians largely rejected an IMF loan.
Real-world effect
Restructured the Nigerian economy along liberal lines but at a heavy social cost, with recurring anti-SAP riots (notably 1988–1989) and a lasting collapse in the naira's value and in public-sector wages.
