The problem
Babangida overthrew Muhammadu Buhari in 1985, taking over an economy under severe austerity, a large debt overhang, and a population chafing at the previous regime's harsh discipline decrees.
What was done
The response — SAP — replaced austerity with a different kind of hardship: devaluation and subsidy removal that cut real incomes sharply, with the debt problem unresolved by 1993.
