When oil prices spiked during the 1990–91 Gulf crisis, Nigeria earned a large unplanned windfall. A panel led by Pius Okigbo found that about US$12.4 billion of oil revenue over 1988–1994 had been spent off-budget through dedicated and special accounts controlled by the presidency, with no proper accounting.
Outcome / Status
No one was charged. The Okigbo report's key annexes were not made public, and successive governments did not act on it. The figure remains the standard shorthand for the scale of unaccounted spending under the regime.
