The promise
As the first governor of Kogi State — created on 27 August 1991 — to establish its capital administration at Lokoja, its secretariat and civil service, and early infrastructure, on the NRC platform.
Assessment
Audu began building the new state's institutions before the elected government was dissolved in November 1993. He returned as elected governor of Kogi from 1999 to 2003, and died in November 2015 while leading the vote count in a governorship election he was on course to win.

Removed on 17 November 1993, when General Sani Abacha's coup dissolved every elected government in Nigeria and replaced governors with military administrators — about 22 months into a four-year term.
