Kogi, created in 1991, entered the Fourth Republic with a thin stock of roads, water, health and higher-education facilities.
What was done
The 1999–2003 administration ran a large, widely praised capital programme — housing, hospitals, boreholes, roads, electrification and the university foundation — before losing power.
